Purpose

Refuge / Safe Accommodation services are an established, essential element in delivering support to the most vulnerable victims of domestic abuse who are no longer safe at home. A refuge service provides holistic, specialist support to meet the needs of victims and their children in a supportive, safe, and secure environment. There is no ‘typical victim’ supported in a refuge - victims and children will have a range of support needs, including those related to safety, criminal and family justice, disability, physical and mental health, immigration status, children’s welfare and education, financial needs including debt, and social needs.

To ensure a more flexible, responsive, and locally tailored approach to service delivery, the services will be delivered in 6 lots, as follows:

• Lot 1– Safe Accommodation (3 locations- A -Woking, B-Guildford, C-Reigate, Banstead and Waverley)
• Lot 2 – Refuge Accommodation for All (RAFA) & Resettlement
• Lot 3 – Safe at Home & Community IDVA Service
• Lot 4 – Perpetrator Accommodation
• Lot 5 – Young People Using Abusive Behaviour Intervention
• Lot 6- Support Survivors who are subject to Immigration processes

• Lot 3 – East Surrey Domestic Abuse Services (ESDAS)
• Lot 4 – The Maslow Foundation
• Lot 5 – Waythrough
• Lot 6 – South West London Law Centres (SWLLC)

Surrey County Council will ensure that continuity of the service provision is maintained.

The procurement route followed is compliant with the Procurement Act 2023 and Procurement and Contract Standing Orders.
