Purpose

The existing Chobham Fire Station infrastructure is outdated and inadequate to meet the evolving demands of our community. To ensure the safety and efficiency of emergency response services, it is imperative to undertake redevelopment works.

This project involves the demolition and construction of the fire station, encompassing a range of essential components:

·        Kit room with ‘kit cages’ to store specialist firefighting clothing and boots.

·        Crew shower and changing areas to enable the crews to shower and be ready for the next incident within 1 hour.

·        A gym to assist in operational crew fitness.

·        A manager’s office to complete necessary station paperwork and documentation.

·        A training room, break out area and kitchenette to enable refreshments during shifts and to facilitate other operational requirements.

The key objectives of the Chobham Fire Station redevelopment project are:

·        Timely Completion: Ensure the project is completed within the specified timeframe to minimise disruption to emergency services.

·        Budget Adherence: Manage costs effectively, adhering to the allocated budget without compromising the quality and safety standards of the project.

·        Quality Assurance: Maintain high construction and safety standards throughout the project, guaranteeing a durable and reliable fire station facility.

·        Community Engagement: Foster positive communication with the local community, keeping residents informed about the project's progress and addressing any concerns promptly.

A request for quotation process was initially published after receiving positive responses from multiple contractors to an expression of interest exercise. However, the request for quotation process was subsequently terminated as six contractors declined to submit bids, citing market conditions and an influx of tenders at the time; two contractors did not respond; and only one contractor confirmed interest.

Alternative routes to market were considered but determined non-viable owing to insufficient interest from the market. Consequently, a procurement was undertaken using a direct award process to the single contractor who confirmed interest.

Following review and benchmarking of the contractor’s proposal and pricing, it is recommended that the contract is awarded to the contractor.

The contractor’s proposal meets the requirements of this project, considering their capability, availability, and alignment with the objectives of the project and value for money.
