Purpose

Safety cameras have been successful in reducing road casualties through deterring speeding and red light jumping. Analysis of speed and collision data has indicated that the installation of average speed camera systems in the locations below, to enforce speed limits would be an appropriate method of improving road safety for these locations.

Identified project locations & speed limits:

• A24 Horsham Road, Clark’s Green; 40mph speed limit.
• A22 Caterham Bypass, Caterham; 50mph speed limit.
• A320 St Peters Way, Addlestone; 50mph speed limit.

These locations have suffered a history of collisions including several resulting in death or injury. Based on evaluation of similar projects elsewhere in the UK and Surrey, these schemes are almost certainly likely to result in less death and injury on these stretches of road. The ongoing safety camera function (maintenance, back-office processing, and accommodation) is self-funding from part of the fees charged to offenders for attending diversionary training courses (e.g., speed awareness courses) and will be managed and paid by Surrey Police (‘the Police’). The funding for the supply an installation project is being provided by Surrey County Council (‘SCC’) from capital pipeline funding and has been agreed with SCC Cabinet.

The project will include the installation of digital average speed camera technology that has been type approved by the Home Office. Equipment must be connected correctly and safely to existing power networks and be able to communicate remotely with the Surrey RoadSafe (Surrey Police) back-office processing system.

A new contract will be put in place for an appointed safety camera provider to design and install a Home Office Type Approved (HOTA) average speed system to provide enforcement of the speed limits in the project locations. These sites have been determined by the Surrey RoadSafe Partnership (Surrey County Council Road Safety & Sustainable School Travel Team and Surrey Police) as high priority for installation of speed camera enforcement systems. The cameras will be serviced and calibrated as part of an ongoing “pay as you go” contract that will be the responsibility of the Police and therefore falls outside the scope of this procurement exercise.
