Purpose

The Council has a requirement to deploy a range of low carbon and renewable energy technologies in a cost neutral way to make progress against our commitment to reach net zero by 2050. Since 2021, the Council has made progress against this goal by working with an external organisation which facilitates group-buying schemes for solar photovoltaic panels (PV), retrofit battery storage units and electric vehicle charge points.

The new expert partner will help the Council provide residents with access to high quality solar PV, retrofit battery storage, electric vehicle charge points, and for the first time, heat pumps (ground and/or air-source). The partner will hold a reverse auction where prospective installers can bid to provide residents access to these technologies for a competitive price versus the open market. The new contract will help the Council build on its successes in this space, but also to go further and increase the deployment of low carbon and renewable energy technologies in Surrey.

Following a compliant Open Procedure in accordance with the Procurement Act 2023 the Council’s Place Directorate would like to award the contract to Happy Energy Solutions Ltd.
