The Council is a meeting of all 54 Members of the Council, often referred to as Full Council and is responsible for setting the Budget & Policy Framework for the authority. All Council functions are delivered within this framework.   Meetings of the Council are normally held four times a year in January, February, July and November. An annual meeting of the Council is held each May and includes ceremonial proceedings to elect a new Mayor and Speaker for the municipal year.   Each meeting agenda is available to view on the website 5 working days prior to the meeting.    Council meetings are open to the public, and members of the public are allowed to speak and ask a question to Council. For further details on the arrangements for public speaking at Council please view our guidance online.    The conduct of the meeting is governed by a set of procedures and rules of debate called Council Procedure Rules, which have been agreed by the Council, and by legal requirements. These are set out in the Council's Constitution which can be viewed online.   The Speaker manages the business of the meeting on behalf of the Mayor.
