Purpose

Essex County Council has awarded a total of £5,000 from its Locality Fund 2024/25.
Councillors M Stephenson and P Honeywood applied for the funding in their capacity as ECC division members. The award is to carry out urgent patch repairs in Brooklands, Jaywick.
Brooklands is unadopted and it has proved impossible to identify an owner with the result that the road surface has deteriorated over the years. It is hoped that urgent repair works will allow the resumption of bus services in the area.
Neither ECC nor TDC is able to give any undertaking on further or future repair or upgrading beyond the completion of the currently proposed works.
The grant is made to TDC in order to ensure that the work is carried out properly.
Officers have obtained competitive quotations from appropriately accredited contractors and is in a position to proceed, subject to the contractor's lead time.
This decision is to accept the grant from ECC and to engage the contractor to carry out the works.

Decision

To accept Essex County Council award of a total of £5,000 from its Locality Fund 2024/25 for the completion of urgent repairs to the road surface in Brooklands Jaywick and to engage a contractor, following competitive quotations, to carry out that work. Neither ECC nor TDC accepts liability for future or further repairs.

Alternative options considered

Option 1 - Accept the grant and carry out urgent repair works - Proposed - Will utilise outside funding to complete necessary work that could not otherwise be achieved.
Option 2 - Reject the grant and not carry out any works - not proposed - would decline to carry out beneficial work that cannot otherwise be achieved.
Option 3 - Reject the grant and seek TDC or other funding to complete the work. - Not proposed - would decline funding available with no currently identified prospect of other funding.
