Purpose
This decision builds on the previously approved
Brooklands Road temporary repairs (Officer’s Decision),
and forms part of the wider Ten_09 Jaywick Public
Open Spaces project, approved by Cabinet (March
2025) and Portfolio Holder (August 2025).
Intrusive site investigations are required, as
recommended by the appointed civil engineers, to
inform an assessment of options and potential future
design for any road upgrade, specifically to:
• confirm road construction and ground conditions;
and
• identify and assess the condition of existing toe
drain infrastructure.
This information is critical to informing a future decision
on whether to proceed with upgrading Brooklands Road
and to reducing risk associated with unknown ground
conditions, including cost management.
Alternative Site Investigation quotes were obtained via
the project consultant team and in line with the Council’s
Quotation Rules; however, these identified the works as
more appropriate for a highways/civils contractor and
costs indicated were comparatively high.
Groupbridge Ltd are mobilised on site delivering the
approved temporary works, and allow the undertaking of
the investigations concurrently which:
• minimises additional mobilisation and traffic
management costs;
• reduces disruption to residents; and
• represents the most efficient and cost-effective
delivery approach.
This decision does not commit the Council to
undertaking any road upgrade works and is solely to
gather evidence to inform a future decision.
Decision
To approve the appointment of Groupbridge Ltd to
undertake site investigation works at Brooklands Road,
Jaywick, to be carried out alongside the ongoing
temporary repair works, at a cost of up to £20,000 +
VAT (with contingency allowance for minor additional
items if instructed, such as cross-sections).
Alternative options considered
These Site Investigations are of a short term nature and
are not expected to have an impact in relation to Local
Government Reorganisation.
