Purpose

Hesselberg Erosion Protection are the original installers of the Open Stone Asphalt system at these locations and have specialist expertise in both its construction and repair.
They appear to be the only contractor currently offering this specialist OSA repair service, including the specific materials, techniques and knowledge required to carry out the works effectively.
Due to the specialist nature of the product and repair methodology, it is considered that:
- There is no viable alternative provider capable of delivering equivalent works
- Competitive procurement would not provide meaningful competition
- Delaying works to undertake a full procurement process would increase the risk of further deterioration and associated costs.
In addition, the condition at West End Lane has worsened since the initial surveys, with large sections now missing. This increases the urgency of the works and strengthens the need for immediate appointment of a suitably qualified contractor.
Failure to act promptly may result in:
- Significant damage to coastal defence infrastructure
- Increased repair costs
- Potential risk to the adjacent landfill site
- Greater disruption and more extensive works in future

Decision

In consultation with the Director for Operations and Delivery and the Leader of the Council, to appoint Hesselberg Erosion Protection to carry out repairs and essential maintenance to the open stone asphalt at West End Lane and Stone Point, Dovercourt, without seeking additional quotations, in accordance with Section 2.1 (c) of the Procurement Procedure Rules in Part 5 of the Council’s Constitution.
Secondly to enter into a contract with Hesselberg Erosion Protection for the sum of £91,564.27

Alternative options considered

Carrying out repairs as they arise as well as continuing essential maintenance mitigates the risks as much as possible for a future organisation having to deal with large scale structural failure and the costs associated with rebuilding or repairing costly coast protection infrastructure.
