Purpose
Tendring District Council is commissioning an updated Infrastructure Delivery Plan (IDP) to form a key component of the evidence base for the Local Plan Review, including the assessment of infrastructure requirements, engagement with infrastructure providers, and the preparation of both written and digital IDP outputs to support Regulation 19 publication and a subsequent submission-stage update.
Having regard to the constrained programme for progressing the Local Plan Review, and the prior work undertaken by Land Use Consultants Ltd. on the initial phase of the IDP, to ensure value for money, continuity of work and a timely delivery of the study, an exemption to procurement rules has been applied to the appointment.
Decision
To appoint Land Use Consultants Ltd (LUC) to undertake the Tendring Infrastructure Delivery Plan (IDP) 2026 to support the Tendring District Local Plan Review evidence base.
Work includes preparation of the Regulation 19 ‘hard copy’ report, digital reporting output and subsequent update for submission stage.
Alternative options considered
The Infrastructure Delivery Plan will form part of the Local Plan Review evidence base, informing the assessment of infrastructure requirements and delivery mechanisms to support planned growth.
The commission supports the Council’s current Local Plan Review programme and will remain relevant evidence for the plan-making authority(ies) progressing the plan, subject to any future re-scoping that may be required.
