Purpose

The Council has a statutory duty to ensure that all electrical installations within its housing stock are maintained in a safe condition and inspected at appropriate intervals.
Recent changes in regulatory expectations and the strengthened consumer regulation regime introduced under the Social Housing (Regulation) Act 2023 place greater emphasis on proactive compliance, tenant safety, and demonstrable assurance of landlord responsibilities. Registered providers are expected to maintain robust evidence that statutory safety inspections are completed and that identified risks are remedied within appropriate timescales.
In addition, the Council must comply with:
•Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020, which have become an established benchmark for electrical safety inspection frequencies.
•Landlord and Tenant Act 1985, requiring landlords to keep electrical installations in repair and proper working order.
•Housing Act 2004 and the Housing Health and Safety Rating System (HHSRS), under which electrical hazards are recognised as potential Category 1 hazards.
•The Regulator of Social Housing Consumer Standards, effective from April 2024, requiring landlords to meet all applicable statutory health and safety requirements and manage risks to tenants appropriately.
The award of this contract will support the Council in maintaining compliance with the five-year EICR inspection programme and ensuring that any Category 1 or Category 2 defects identified during inspections are rectified promptly to maintain resident safety and minimise regulatory risk.
