Alternative options considered
Greater Essex is part of the Government’s Devolution Priority Programme which is operating at a timescale that is intended to see:
(a)a Mayoral County Combined Authority established with a new Greater Essex Mayor being elected in May 2026; and
(b)new unitary authorities exercising all the powers currently administered by Essex County Council and the 12 District Councils (and the smaller unitaries of Thurrock and Southend) coming into being on 1 April 2028.
Submissions of proposals for the new unitaries that should be created in (b) above is subject to the deadline of 26 September 2025. Central Government will then make the actual decision on which new unitaries will be created. The Order that will bring into being the new unitary councils will require all existing Councils to prepare for and facilitate the economic, effective, efficient and timely transfer of the existing councils’ functions, property, rights and liabilities during the transitional period to 1 April 2028.
In this period, Tendring District Council is working in collaboration with Colchester and Braintree Councils to prepare for local government reorganisation.
Investment in facilities and services will prepare them and put the district into the best possible position as the nature of reorganisation takes shape. The community will benefit from works under any future control.
Wellesley Road is one of the main car parks in Clacton on Sea that serves the town centre. With proposed plans for closure of the main Carnarvon Road car park in Clacton it is essential that Wellesley Road car park is available for public to park.
Routine maintenance of council assets is essential for services to continue.
While it has been difficult to gain knowledge of similar works in Braintree, we are aware of refurbishment work on Colchester City Councils car parks with enquiries made to TDC regarding the use of our multistorey structure for their car park.
