Decision

To appoint the Leader of the Council as the one Cabinet member to be a member of the Tendring / Colchester Borders Garden Community Joint Committee for the purposes of the Joint Committee’s meeting to be held on 18 November 2026.

Reasons for the decision

The terms of reference of the Tendring / Colchester Borders Garden Community Joint Committee provides for this Council to be represented by:-

“2 Members appointed by TDC (one of which must be the Chairman of the Planning Policy & Local Plan Committee and the other must be a Member from a political group that is not represented on the Cabinet) plus 1 Cabinet member appointed by the Leader.”

The appointed Cabinet Member immediately prior to this decision was Councillor Andy Baker. He will not be able to attend the meeting of the Joint Committee due to be held on 18 November 2026 and, as such, the appointee shall be the Leader of the Council for that meeting. Councillor Baker will continue in this role following that 18 November 2026 meeting.

Alternative options considered

The option of not having a Cabinet member representative at the 18 November 2026 meeting of the Tendring / Colchester Borders Garden Community Joint Committee was considered and discounted in view of the significant body of work being considered by that committee and the appropriateness of a full representation of this Council at that meeting.
