Purpose
The Local Regeneration Fund programme relates to the most significant schemes within wider regeneration investment across the district. Together, the programmes are working to deliver greater social wellbeing for residents, a healthier and more sustainable economy, with an enhanced and more diverse town centre offer in Clacton-on-Sea and Dovercourt. A new Memorandum of Understanding was entered with the Ministry for Housing, Community and Local Government in March 2026 as part of the Government’s rebranding and consolidation of the funding programme.
The data monitoring is required as part of the ongoing monitoring of the outputs and outcomes defined within the Local Regeneration Fund programme, which are reported to MHCLG on a six-monthly basis. This relates to the following indicator defined within the Local Regeneration Fund programme: Year on Year monthly % change in footfall
The data was originally procured in 2023 for a three year term. It is proposed to extend the existing contract.
Continuity
Footfall data can be monitored in different ways. By extending data monitoring with the existing provider, TDC ensures comparable data is available year-on-year for reporting purposes.
Value for money
The original appointment was procured competitively demonstrating the value for money offered by the provider.
Decision
To extend the existing contract with Place Informatics for the provision of footfall data within Clacton and Dovercourt town centres, to support the ongoing monitoring commitments for the Local Regeneration Fund projects
The extension has the total cost of £4,350 (excluding VAT) for both town centres for the period of 1 year. Further extensions may be agreed as appropriate based on ongoing monitoring requirements to be confirmed by MHCLG
Alternative options considered
The proposed extension will complete prior to LGR.
The current programmes for the projects and monitoring extend beyond May 2028. The implications of further extensions, if required, will be examined in future decisions.
