Summary

Corporate Director (Operations and Delivery) resolved to extend the agreement for the delegation of port health functions to Suffolk Coastal Port Health Authority (SCPHA) for a further three years from 26/10/2026. SCPHA will continue to undertake all work at the Border Control Post in Harwich on Tendring's behalf.

Purpose

TDC do not have the necessary resource to cover this work in house, so the delegation of functions has been agreed for SCPHA to undertake all work at the Border Control Post in Harwich (and other ports) on our behalf. SCPHA already cover Felixstowe so have the resource and suitably qualified officer to undertake this work and issue all necessary documentation accordingly.

Decision

To extend the current agreement for the delegation of functions regarding all Ports within Tendring to Suffolk Coastal Port Health Authority (SCPHA) for a further three years. Agreement in place for another twelve months, but in agreement with both parties it is to be extended for 36 months. SCPHA are industry experts and provide the necessary officers to check all cargos into the Country on TDC's behalf, following the delegation of powers to work on our behalf.

Alternative options considered

N/A - The work is statutory and discussions with SCPHA have already taken place regarding extending the agreement should LGR and devolution happen. If Tendring is part of a proposed unitary, there will still be a resource issue regarding suitably qualified and experienced officers to undertake the work. SCPHA will still be required to cover the ports as their roles are specialist.
