Resolved: 1.  That the Guide to Making Historic Buildings More Energy Efficient, attached as an Annex to the report, be approved. 2.  That the Head of Planning and Building be given delegated authority to make changes of a minor nature prior to publication, and in future in response to changes in national and local policy and guidance.
