Consideration was given to a
report of the Leader which set out a proposed strategic approach to
maintain momentum around the delivery of the Corporate Plan and
community priorities along with details of a financing strategy
setting out the resources available to the Council to fund
it.
 
It was proposed that over the
next two years, an additional fund of £10 million be used to
increase the existing support available for counties across the
borough funding projects aligned with the corporate plan and
grounded in communities priorities.  
 
Having considered the options
and for the reasons set out in the report, the
recommendations were proposed
by Councillor Flood, seconded by Councillor P North and Cabinet
agreed to the following:
 
Recommended to Council:
1. 
That the strategic approach designed to
ensure delivery of the Corporate Plan 2023-27 and community
priorities during the second half of the current Corporate Plan
period, outlined in section two of the report, be
approved.
2. 
That the supporting financing strategy
and the commitment of £10M, as summarised in sections three
and nine of the report, be approved.
3. 
That £2M be allocated from this
£10M commitment to create a new Community Delivery Fund
(CDF), as set out in section four of the report.
4. 
That Cabinet be authorised to approve
projects that achieve the aims of the Corporate Plan and deliver on
community priorities as outlined in this report, up to a threshold
of £500,000 for any individual project and for all project
costs to remain within the overall commitment of
£10M.
5. 
That the Head of Finance and Revenues be
authorised to include the above projects in the revenue budget and
Capital Programme, as appropriate.
 
Resolved:
That,
subject to the approval of funding set out above, in respect of the
CDF (recommendation three above) the Chief Executive in
consultation with Community Led Projects Portfolio Holder be
authorised to allocate funding to achieve the aims of the
CDF.
