Purpose

This report proposes the renewal of an
Additional Licensing Scheme for Houses in Multiple Occupation
(HMOs) across the entire borough of Thurrock. Building on the
success of the previous scheme, which improved housing standards
and management, this renewal aims to extend its benefits
boroughwide to address the challenges of increasing small HMO
numbers and their associated issues.
