Purpose

This report seeks approval of the Housing Management Service’s new strategy on Asset Management.

The strategy sets out the Council’s vision and framework for management of housing assets across Tower Hamlets.

 

Decision

That the Mayor at the Housing Management Cabinet Sub Committee:

1. Reviewed and approved the Housing Asset Management Strategy 2026-2031 within Appendix 1.
2. Noted the equalities impact assessment and equalities considerations as set out within this report and in the Equalities Impact Assessment in Appendix 2.

REASONS FOR THE DECISIONS

1. The new strategy will keep us legally compliant with our obligations around building safety, decent homes, transparency, and accountability.
2. The AMS responds to resident priorities around repairs, communication, safety, and affordable housing.
3. The AMS supports corporate priorities on decent homes and net zero.
4. The AMS underpins value for money and risk management in one of the largest areas of HRA spending.

ALTERNATIVE OPTIONS

1. Continue with existing strategy: not recommended as risks regulatory non-compliance, weak governance, inefficient spending, and poorer resident outcomes.
