Purpose

The
report follows on from the report considered by Cabinet on 6
February 2025 and recommendation 3 in particular – That a
further report is presented to Cabinet to allow for the
consideration of key service specification issues and the proposed
procurement process for the delivery of the provision of the
household waste and recycling collection and street cleansing
services.
 
 

Decision

RESOLVED –
 

That the Competitive Flexible Procedure procurement
route and timeline at paragraph 2.5 be approved. 

 

That delegated authority be granted to the Director
of Change and Communities in consultation with the Cabinet Member
for Environment & Sustainability to agree contract variations following dialogue and negotiation ahead of
the contractors’ final bids be
approved.

 

That the proposed contract length of 12 years be
approved.

 

That the proposed garden waste specification
amendment highlighted at paragraph 2.11 and reflected in the tender
pack be approved.

 

That the proposed areas of dialogue set out in
paragraphs 2.12 to 2.16 be approved.

 

That the proposed contract options as highlighted at
paragraph 2.17 and 2.18 be included. 

 

That the approach to vehicle finance options, as
highlighted at paragraph 2.20 and determined by the Partner
Authority Finance lead officers be reported to Cabinet be
approved.

 

That delegated authority be granted to the Director
of Change and Communities in consultation with Cabinet Member for
Environment & Sustainability to agree the final method of
contract indexation as set out at paragraph 2.23 be
approved.

 

That the proposed tender evaluation methodology set
out at paragraph 2.24 be approved and adopted

 
REASON FOR DECISION: Continuing in partnership with Tonbridge and Malling Borough
Council would be commercially attractive and generate savings based
on scale.
