Purpose

Report summarises the options for dealing with the councils building maintenance and the work that has been done to go out for procurement for the appointment of term contractors. 

Decision

 RESOLVED – 

1. That the appointment of contractors to carry out its minor maintenance and
   responsive repairs as recommended in Exempt Appendix A be approved;
2. That the Head of Economic Development and Property and the Director of Finance, Growth and Delivery in consultation with the Monitoring Officer and the Portfolio Holder for Finance and Property, be given Delegated authority to complete negotiations and legal formalities, complete the procurement process and enter into contracts for the delivery of the term contracts covering maintenance and responsive repairs with the winning contractors covering

a.      (Lot 1) Fabric

b.      (Lot 2) Electrical,

c.      (Lot 5) Fire & Security,

d.      (Lot 6) Asbestos

1. That failure to initially appoint to (Lot 3) Mechanical and (Lot 4) Lifts be noted. That the Head of Economic Development and Property and the Director of Finance, Growth and Delivery in consultation with the Monitoring Officer and the Portfolio Holder for Finance and Property

a.      be given Delegated authority to extend the existing Mechanical term contractor contract for up to a 12 month period to cover (Lot 3) Mechanical, and similarly extend the existing Lift Term contractor contract for up to a 12 month period to cover (Lot 4) Lifts, if required

b.      be given Delegated authority to return to the market and complete procurement and negotiations and legal formalities, and enter into contracts for the delivery of (Lot 3) Mechanical and (Lot 4) Lifts, using specialist contractors.

REASON FOR DECISION:

TWBC must appoint contractors for new property maintenance and responsive repair contracts starting on 1 January 2027, when the existing contracts expire.
