Purpose

 
Cabinet is recommended to:
 
(1) 
approve to proceed with a procurement process to provide care
services for residents aged 55 and over within extra care housing
schemes for a new contract to begin in October 2026 (the total
contract value being £10 million);
(2) 
delegate authority to the Strategic Director of Adult Services to
award the contract.

(1)         
approved to proceed with a tender for a new contract for Extra Care
Housing services to begin in October 2025 for contract term of 3
years with the option to extend for a further 2 years;

 
(2)         
delegated authority to the Strategic Director of Adult Services, in
consultation with the Portfolio Holder for Adults and Health, to
award the contract; and
 
(3)         
noted that work will commence to develop an Extra Care Housing
Strategic plan as set out in paragraph 3.9 of the report.
 
 
Options & Alternatives
Considered
 
The option to extend current
contractual arrangements has not been    included within the current contract.
This contract was awarded under emergency provisions under a
1 year contract. As such, procurement
regulations only allow for a short term
contract with the proviso a full procurement process will take
place.
 
Decommissioning the Extra Care
provision has also been considered. However this would cause significant pressure on
other parts of the system and also cost significantly more. The
council experienced this cost pressure during the 6 month period in 2024 to which all new Extra Care
referrals were embargoed to the previous provider, due to quality
and safeguarding concerns.
