note that the Procurement Policy
does not denote specific procurement activities nor does it provide
approval for any procurement activities taking place

Forest.

Not producing a Procurement
Policy.  This would raise the risk of
the Council being reactive in its procurement practice which often
leads to less than optimal results. This
would also mean the Council would fall short of the expectations
set out in the UK’s National Procurement Policy
Statement.
