Purpose
Cabinet is recommended to approve the procurements set out in the Annual Procurement Plan and delegate the decision to procure to the Strategic Commissioning Board on submission of an acceptable business case for each individual procurement, in accordance with the Council’s Contract Procurement Rules.
Decision
Cabinet:
(1) approved the Annual Procurement Plan as shown in – Appendix 1 of the report.
(2) noted that the detailed business case for each of the proposed procurements will be subject to approval by the Strategic Commissioning Board to ensure that it meets the Council’s objectives regarding value for money, sustainability and legal compliance.
Options & Alternatives Considered
Not producing an annual procurement plan. This would raise the risk of the Council being reactive in its procurement practice which often leads to less than optimal results. In addition, this would not meet our legislative requirements in terms of transparency or to support the publication of a pipeline in accordance with the Procurement Act 2023.
