Purpose

Cabinet is recommended to:

Agree the revised process of allocation of the
Neighbourhood Community Infrastructure Levy funding.

Agree the changes to the NCIL Collection
Zones

 

Content

Cabinet:

(1)           
agreed the changes to the process of allocating NCIL;

(2)           
delegated authority to the Corporate Director – Regeneration,
Planning and Delivery, in consultation with the Portfolio Lead
Member for Housing and Regeneration and the Strategic Director of
Resources to make minor amendments to the process of allocation of
the Neighbourhood Community Infrastructure Levy; and

(3)           
agreed the proposed amendments to the NCIL Collection Zones (as
shown on the map in Appendix 2 to the report).

 

OPTIONS & ALTERNATIVES CONSIDERED

Several different options for the
NCIL allocation process and boundaries of the collection zones were
considered in detail.

The ‘do nothing’ option has been
considered and is not recommended as timely, transparent and
efficient allocation of the available NCIL funding is key to
assuring the borough residents that there is active mitigation of
the impact of growth through the provision of infrastructure and
that it is being done in consultation with communities.

The option of restricting the spending of NCIL to the ward in which it has
been accrued has been
considered and rejected. It has the potential to create significant
challenges in terms of the level of administration, and in terms of
delivering projects which have benefits beyond a particular
ward.

The proposed changes to the NCIL Collection Zones
strike the optimum balance between the ability to effectively
allocate funding and strengthening the link between the level of
development in an area and the amount of funding available.
Alternative options were explored, including direct alignment with
MP constituencies rather than along existing ward
boundaries.
