Decision

The efficient provision of sufficient, well
maintained, safe and appropriately designed highways is a key
priority for this Council. The commissioning of a new highways
maintenance contract and the pressure being exerted on the county
by the Government to facilitate high levels of growth, means that
it is essential to deliver highways services that are fit for
purpose.
 
To that end, it is proposed that the Transport
Portfolio Holder ensures that:
1.    
there is progress in procuring key highways schemes;
2.    
issues facing the capital programme are identified;
3.    
the Council can more speedily utilise Section 278 and 106
monies;
4.    
future maintenance priorities are established within the agreed
highways maintenance grant; and
5.    
the highways function operates geographically holistically to avoid
actions being siloed, taking into account commitments under s278
and s106 agreements and prioritisation of maintenance from a safety
perspective.
