Purpose

Outlines the purpose of the Government’s new Crisis and Resilience Fund and sets out the proposed approach for how it would be delivered in Warwickshire. It seeks approval to progress the necessary arrangements and agreements required to implement a local delivery model.

That Cabinet:

1. Authorises the Executive Director for Resources, in consultation with the Portfolio Holder for Customer and Localities, to commence a procurement process to commission delivery of the Crisis Payment, Housing Payment, Resilience Services and Community Coordination strands for the period 1 April 2026 – 31 March 2029, funded through the Crisis Resilience Fund (CRF);
2. Authorises the Executive Director for Resources, in consultation with the Portfolio Holder for Customer and Localities, to finalise and submit the statutory Delivery Plan to DWP by 1 July 2026, including annual updates; and
3. Authorises the Executive Director for Resources to take all necessary steps and enter into relevant agreements to implement a CRF delivery model, including contract award and operational arrangements, on terms and conditions acceptable to him.
