Decision

RESOLVED that:

a)     The Panel agrees to include the following matters in its work programme for 2026/27:

•         A report from the Police, Fire and Crime Commissioner to be presented to the Panel meeting on 17 September 2026 on the outcomes of the independent review arising from the Court of Appeal judgement against Northamptonshire Police, with the report to be available for consideration ahead of the Panel meeting.

•         Implementation and impact of Police Governance Reform proposals.

•         The Joint Independent Audit Committee Annual Report 2025/26 to be presented to the Panel meeting on 17 September 2026.

•         Mid-year policing and fire and rescue authority finance updates to presented to the Panel meeting on 3 December 2026.

•         A briefing session for Panel members with the Chief Constable and Chief Fire Officer giving an overview of the operating environment and key priorities and challenges for their respective services.

b)     The Panel identifies the Police, Fire and Crime Commissioner’s priorities and activity relating to the following areas as potential additional matters for consideration in 2026/27:       

•         Responses to violent crime and sexual offences

•         Use of digital technology to improve effectiveness in policing

•         Responses to hate crime 

•         The role of citizens in community safety

•         Protection of vulnerable adults from crime and community safety risks.

c)     The Panel agrees to continue its membership of the East Midlands Police and Crime Panels Network for 2026/27.

d)     The Panel agrees to continue its membership of the National Association of Police, Fire and Crime Panels for 2026/27.

e)     The Panel agrees that Panel members attending a network meeting should ensure they feed back to the Panel on the matters considered. 

f)       The Panel notes the update on actions taken in response to previous resolutions by the Panel.
