Decision

RESOLVED: that Cabinet: 

a)     Noted the level of engagement from residents across West Northamptonshire, reflecting the importance of this issue and the contributions shared through the consultation. 

b)     Noted the findings of the public consultation regarding smartphones and similar devices in schools. 

c)     Noted the new Department for Education (DfE) guidance relating to all mobile phones and similar devices in schools and the expectations placed on schools to ensure that their settings are mobile-free environments; anything other than this should be by exception only.  

REASONS RESOLVED:

1. The recommendations ensure that Cabinet is fully informed of both local feedback and the national policy context relating to smartphone usage in schools. Noting the consultation findings recognises the views and concerns raised by residents and stakeholders about smartphone and similar devices use in schools.  
2. At the same time, acknowledging the updated DfE guidance provides clarity that there is a clear national expectation for schools to maintain mobile?free environments, with exceptions only where justified. Together, this supports a consistent approach, avoids unnecessary duplication of local guidance, and aligns practice with national standards while reflecting local engagement. 

ALTERNATIVE OPTIONS: As the DfE has now issued new guidance including a clear expectation that all schools work towards their new mobile phone policies, the Council will shift its focus to supporting schools with the implementation of the new guidance. In addition to supporting schools implement the new DfE guidance, the Council already offers the support set out in the report.
