Decision

RESOLVED: that Cabinet: 

a)     Approved the commencement of a formal public consultation on the future of the Council’s internal adult social care services, including Obelisk House, Southfields, Eleanor Lodge, and Day Services. 

b)     Noted the consultation would explore a range of options, including service remodelling, alternative delivery models, and potential decommissioning, where evidence suggests this may be necessary to ensure services are sustainable and meet resident needs. 

c)     Requested that a further report is brought back to Cabinet in October 2026 following the conclusion of the consultation, providing analysis of feedback and presenting recommendations for the future service model. 

REASONS RESOLVED:

a)     To ensure that WNC’s adult social care services remain aligned with best practice and changing population needs. 

b)     To support the Council’s transformation objectives and medium-term financial strategy by reviewing service sustainability and value for money. 

c)     To meet statutory duties around consultation where any significant service change may be considered 

d)     To ensure transparent, evidence?based decision?making informed by residents, partners, and stakeholders. 

ALTERNATIVE OPTIONS: Initial internal analysis indicates variation in: 

•           building condition and suitability; 

•          occupancy levels and demand; 

•          workforce stability; 

•          cost efficiency relative to external provision; 

•          ability to meet increasingly complex needs. 

Without strategic direction, services may struggle to remain sustainable or aligned with best practice.
