Decision

RESOLVED that Cabinet:

a)     Approved the Technology Enabled Care (TEC) Strategy 2026–2031

b)     Support the implementation of a “TEC First” approach across Adult Social Care

c)     Endorse the continued development and expansion of TEC solutions to support prevention and independence

d)     Note the contribution of TEC to delivering the Council’s corporate priorities and prevention strategy.

REASONS RESOLVED: The recommendations support the Council’s strategic ambition to deliver a modern, preventative, and sustainable adult social care system. The proposed TEC Strategy aligns with:

•         The Care Act 2014 duty to promote wellbeing, independence, and prevention

•         The Council’s corporate plan priorities for a thriving place (good connectivity, skilled workforce), thriving people (you can age well, residents feel safe) and efficient and enabling council (no waste of public money, modern and efficient process).

•         The (Adults) prevention strategy in preventing, reducing and delaying the need for care and support. 

TEC has been evidenced to:

•         Improve outcomes and independence

•         Delay or reduce the need for formal care

•         Reduce pressure on health and social care services

•         Provide cost-effective alternatives to traditional care Adoption of the strategy ensures a consistent, strategic approach to TEC across adult social care.

ALTERNATIVE OPTIONS: Alternative options considered include maintaining the current approach; however, this would:

•         Limit innovation

•         Increase pressure on services

•         Reduce ability to meet future demand

•         Continue to increase the cost of care

The recommended approach enables a shift towards prevention, early intervention, and person-centred care. This is in line with the objectives of the NHS 10-year plan and the Better Care Fund.
