RESOLVED that Cabinet:

•         Approved the proposal set out below and recommends to Council the approval of the £1m capital funding required to enable the proposed structural works to Brackmills Waste Transfer Station to extend the operational life of this essential waste asset 

REASONS RESOLVED:

1. The proposed structural works at Brackmills WTS enables a solution which is cost effective and is an investment in a WNC asset. 
2. The proposed solution will facilitate the continued collection of household waste from the Northampton area without re-routing or disruption to residents’ waste services.  
3. The proposal also extends the life of Brackmills WTS which will enable a long term WTS solution to be developed and implemented, whilst also offering a significant functional improvement allowing the Contractor to accept commercial waste, which will generate an income for the Council.  

ALTERNATIVE OPTIONS:

1. Proceed with the proposed phased work to strengthen the WTS structure, which will enable the benefits outlined in 5.8.  
2. Move to contractual contingency operations, which are described at paragraphs 6.2 to 6.4; 
3. Do nothing, which would result in an ongoing cost of £10,000 per week for the structural props that have been installed to enable continued operations and repairs. This is not considered to be a financially sustainable solution.
