Decision

RESOLVED that Cabinet:

•          Approved the acceptance of the Holiday Activity and Food programme grant funding. 

•          Approved to delegate authority to the Executive Director of Children’s Services in consultation with the Lead Cabinet Member for Children, Families and Education.  

•          Approved the procurement and commissioning of the Holiday Activity and Food Programme Coordinator service to manage the strategic coordination, administration and quality assurance of the West Northamptonshire HAF programme. For the delivery periods of Easter, Summer and Winter Holiday periods 2027 – 2029. 

REASON RESOLVED:

The recommended option is to accept the Department for Education (DfE) Holiday Activities and Food (HAF) Programme grant funding and commission a Coordinator-led delivery model for the period 2027–2029. This approach is considered the most effective, proportionate and deliverable means of ensuring the continued delivery of the programme across West Northamptonshire. 

ALTERNATIVE OPTIONS:

1)     Decline the Grant and Cease Delivery

2)     Bring the entire programme in house

3)     Commission a HAF coordinator
