Summary of Decision: The Cabinet Member
for Finance & Council Reform has approved the direct award of
concession contracts for the Enforcement Agent Servicefor the
period of 15 months as soon as possible after 27 January 2025 to
CDER Group Ltd, Equita Group Ltd,
Newlyn Plc and Marston Holdings Ltd (25% new instructions each
respectively) and Dukes Bailiffs Ltd (100% returns). The Cabinet
Mmeber has approved a waiver of the
requirement in WCC’s Procurement Code to conduct a
competitive procurement procedure.
 
Reason for Decision: The existing
enforcement agent contracts have expired, and it is necessary to
direct award new interim contracts until a full five-year
re-procurement can take place. The purpose of having
four main concessionaires and one Return concessionaire is to
ensure that there is a drive to collect debt and reduce potential
lost revenue to the Council.
