Purpose

This report seeks approval from the Cabinet
Member on the Grand Union BID Proposal 2025-2030.

Decision

Summary of Decision: The Cabinet Member
for Planning & Economic Development has approved the Paddington
Partnership Ltd’s new Grand Union BID proposal and requested
that the Chief Executive as the City Council’s Returning
Officer and “ballot holder” hold a ballot for
Paddington Partnership Ltd in respect of the Grand Union BID
Proposal.

Reason for Decision: The proposed Grand
Union BID will be the third BID proposed under Paddington
Partnership Ltd, following successful ballots with Marble Arch BID
and PaddingtonNow BID (in which the Paddington Partnership was the
proposer). Paddington Partnership Ltd has a strong collaborative
relationship with the City Council. Over the last two decades, the
Partnership has already delivered a range of projects and services
and the success and growing demand for these programmes is the
reasoning behind the desire for a formal BID structure.
