The Executive Director of Regeneration,
Economy & Planning to endorse a direct award to appoint Martin
Arnold (Reg No. OC315838) as the Council’s consultant to
deliver Multi-Disciplinary Consultant Services (incl. Quantity
Surveyor, Employer’s Agent and Construction Design Management
(CDM) Advisor) to support the delivery of the Main Build
Construction works for Adpar Street, for a contract value of
£66,663.33* excl. VAT (£79,996.00
inclusive of VAT).This will be in the form of a new contract
following the expiration of the original appointment on the
31st of August 2020. 
 
By way of background, in August 2023, the
Commercial Gateway Review Board (CGRB) endorsed the retrospective
approval of Martin Arnold for Multi-Disciplinary Services in
relation to Adpar Street. This retrospective appointment covered
services from the 1st of September 2020 to March 2025,
for a total value of £74,161. 
 

*The reason for the discrepancy between the final contract value
(£66,663) and the fee approved in the Gate Paper
(£74,161) is due to a number of services relating to the
Adpar Street recovery works being captured under a separate Direct
Award appointment for Multi-Disciplinary Services. 
 
 
Reason for the Decision:
 
The provision of Multi-Disciplinary Services
is critical to the delivery of the Torridon development, with
Practical Completion that was expected to be in July
2024. 
 
Martin Arnold were the original
Multi-Disciplinary Consultant appointed to support the delivery of
Torridon, which they carried out up to the point of Geoffrey
Osborne entering administration in late April 2024. 
 
The original Martin Arnold contract expired on
the 31st of August 2020, thereby necessitating a new appointment to
be applied retrospectively to address the provision of services
from the 1st of September 2020 up to March 2025, as
signed off by CGRB in August 2023.
