Summary of Decision: The Cabinet Member
for Finance and Council Reform has taken the decision to approve
the insourcing of IT technical support services currently being
delivered by BT to be directly delivered instead by the Council, by
exercising the three month break clause
in the current contract.
 
 
Reason for Decision: Insourcing the BT
service will generate significant financial benefits for
Westminster City Council, with projected savings of c £0.456m
- £0.545m in year one (part year expected in 2025/26),
despite filling key vacancies to maintain service levels. Bringing
the service in-house will provide direct control over service
delivery and performance, ensuring greater alignment with
Westminster’s operational needs. An in-house team will enable
faster response times and the ability to prioritise
Westminster’s specific requirements without the delays caused
by third-party processes. Insourcing the BT IT Support Service
ensures that IT services are directly managed and tailored to the
council’s operations.
