Public Health and Voluntary Sector has approved the direct
award of the Change4Life contract Family Action for the provision
of prevention of childhood obesity services, from 1st July 2025 for
a period of four years at a total cost of £2,100,000
excluding VAT (VAT is not payable on this service).

Decision
 
Obesity is a worsening public health concern
nationally which significantly impacts on mortality, morbidity,
inequalities and public finances. In 2023/24, one in four children
in Westminster were overweight or obese when entering primary
school, rising to almost two in five by age eleven. London faces
significant challenges with childhood obesity, ranking among the
worst cities globally. Westminster City Council has a statutory
duty to measure childhood obesity annually. When parents receive
the results about their child’s weight status they are
offered support from the Change4Life Service, and schools can
access support to promote health and healthy weight. Any reduction
of support would present a significant risk to the council.
