Decision
The Cabinet Member for Communities has
approved the proposed new sites and approach to delivery of
Rampayne Street, Lilestone Street (in alignment with the Lisson
Grove Programme (LGP) Feasibility Stage Outcome & Expenditure
to Outline Business Case (OBC) Part 2, April 2025) and Brunel
Community Hub (in place of Bayswater Children’s Centre, which
was approved in the Community Hubs Programme Approach Paper,
September 2024).
The Cabinet Member has also approved the
establishment of a Test & Learn Approach to the Community Hubs
Programme, disbursing allocated funds in line with agreed criteria
to inform the development of the Council’s Hub model and
wider learning which improve access to services and support.
The Cabinet Member has also delegated
authority to the Executive Director of Environment and Communities,
in consultation with the Executive Director of Finance and
Resources, to:

Approve any further decisions on the selection of existing and
future Community Hub sites and associated expenditure of allocated
Hub funds or additional funds secured, including the
Programme’s capital works

Approve any necessary agreements and related arrangements to enable
the Community Hubs Programme, the individual hubs and Test &
Learn Approach, to be delivered, including but not limited to
appoint an operator(s) to operate the community hubs.
Reasons for
Decision
Community Hubs which respond to the needs of
communities in Pimlico, Church Street and North Paddington through
collaboration with partners, officers and communities, as well as
respond to health needs and inequalities across Westminster as part
of the #2035 commitments to tackle inequalities.
Establishing a framework, approach and
resource to test, learn and scale the Hub model and learnings, will
improve access to services and support, and improve community
connection, for residents and communities who experience the
poorest health and wellbeing outcomes.
