Decision

Council approved the following recommendations: 
 
RESOLVED:
 
1)             
That the amendments to the Member Officer Protocol,
set out in Section 4 and in Appendix A be approved.
 
2)             
That the amendments to the Financial Regulations,
summarised in Section 5 and as displayed within the Financial
Regulations at Appendix B of the report be approved.
 
3)             
That the changes to the Officer Scheme of
Delegations as a consequence of the amendments made to the
Financial Regulations be noted and approved.
 
Reasons for Decision:
 

1)             
The Member/Officer Protocol was regularly reviewed
to reflect best practice and ensure that guidance on relationships
between Officers and Members was clear and supportive.
 

2)             
The proposed amendments to the Financial Regulations
were limited to the uplifting of the threshold currently in place
for the acquisition and disposal of property which determined who
the relevant decision maker was. Uplifting the current threshold
would allow the Council to progress routine property decisions
while ensuring executive oversight remained on those decisions
which were financially significant. This included referring
decisions on property transaction to Cabinet for consideration
where the transaction was significant in terms of spend and/or
impact.
