Purpose

The Cabinet Member will consider the New West
End Alteration and Renewal Occupier & Owner BID Proposal
2026-2031.

Decision

Decision Taken: The Cabinet Member for
Planning and Economic Development:
 
Endorsed NWEC’s Occupier and Property
Owner BID Renewal & Alteration
Proposal (noting the exception outlined in
section 5.5).
 
Approved the Chief Executive as the City
Council’s Returning Officer and
“ballot
holder” hold a ballot for NWEC in respect of their Occupier
and
Property Owner BID Renewal & Alteration
Proposal.
 
Delegated authority to Director of Law to
enter into the necessary legal
agreements for collection of the BID Levy; any
related documentation with
NWEC required to deliver relevant services in
relation to the BID area
throughout the BID’s term; and any other
necessary legal matters as
instructed and in consultation with the
appropriate Council officers.
 
 
Reasons for Decision: Over the last two
decades, NWEC has represented and worked on behalf of over 600
businesses in the West End, maintaining a strong and productive
partnership with the City Council. This decision means that the
BID’s designation will continue for a further five years.
