Summary of
Decision
The Cabinet Member for Planning and Economic
Development has approved the Marble Arch Partnership Limited BID
Renewal and Alteration Proposal and requested that the Chief
Executive, as the City Council’s Returning Officer as
“ballot holder” hold a ballot for the Marble Arch
Partnership Limited BID in respect of its Renewal & Alteration
Proposal. The Cabinet Member for Planning and Economic Development
has also delegated authority to the Director of Law to enter
necessary legal agreements on behalf of the City Council for
collection of the BID Levy, to deal with the related documentation
which the City Council is required to enter into with Marble Arch
Partnership Limited to deliver relevant services in relation to the
BID area throughout the BID’s term and any other necessary
legal matters as instructed and in consultation with the
appropriate Council officers.

Reasons for
Decision
The key aim of the proposed BID is to create a
safe, clean, and vibrant district that supports businesses,
enhances the visitor experience, and strengthens the local
community. As a champion for business, Marble Arch Partnership
Limited BID is a promoter, partner and advocate for the 200 member
organisations located in the Marble Arch and Edgware Road area. The
levy is expected to raise £850,000 in Year 1, with a total of
£5.5 million invested in the district over the five-year
term, supplemented by landlord contributions. The renewal proposal
is informed by extensive consultation (60 meetings, workshops and
surveys), with 95% of respondents agreeing the BID makes a positive
local impact. Strong support has been received from businesses,
residents, and councillors for both renewal and a minor boundary
extension northward to align with Baker Street Quarter
Partnership.
