Purpose
The Cabinet Member will consider entering into a full reprocurement process to ensure the continued delivery of high-quality, sustainable Extra Care Housing provision for Leonora House.
Decision
Decision Taken: The Cabinet Member for Adults and Health has approved the procurement strategy as set out in the report, which will allow officers to conduct a Bi-Borough competitive procurement exercise for a six-year contract from 1st June 2027 to 31 May 2033, with the option to extend for 3 years for extra care housing at Leonora House. The Cabinet Member has delegated authority to the Bi-Borough Executive Director for Adult Social Care and Public Health the decision to award the contract at the end of the procurement and whether to extend the contract at the end of the initial contract term
Reasons for Decision: Westminster is investing in?Extra Care Housing (ECH)—a model that blends independent living with flexible, on-site care and support. Regulated by the Care Quality Commission (CQC), ECH helps the Council meet its statutory duties under the Care Act (2014) by enabling people to remain in their own homes for longer, even as their needs change. It promotes independence, choice, and community connection, while reducing hospital admissions and delaying or avoiding the need for residential care. This is a Bi-Borough procurement with a single care provider being sought for Leonora House in Westminster and two schemes in Royal Borough of Kensington & Chelsea (RBKC). Sovereign contracts will then be entered into by each borough with the single most advantageous tenderer.
