Decision

Summary of Decision

The Cabinet Member for City Management has approved the Council’s continued participation in the London multi-Borough rental e-scooter trial which continues to be administered by TfL. The Cabinet Member for City Management has also delegated authority to the Director of Strategic Transport and Connectivity to:

  • agree the May 2028 extension and;
  • enter into any necessary legal agreements with TfL and the appointed operators.

Reasons for Decision

The ongoing pan London trial continues to inform the DfT, TfL, and participating Boroughs to assess whether rental e-scooters and potentially privately owned e-scooters should be legalised in this country as part of the wider long-term policy review by the Government.

The continuation of the trial also allows for the gathering of evidence on the safe operation of these vehicles on London’s streets, understand how local factors influence their use, and assess their contribution to wider Government transport objectives, and facilitates the use of zero-emission vehicles as part of a wider sustainable transport network, supporting modal shift away from private car and private hire vehicle use and contributing to the objectives of Westminster’s Sustainable Transport Strategy, including Policy 2: Access and Inclusion, Westminster’s Air Quality Strategy, the Council’s Climate Emergency Action Plan, Westminster’s City Plan, and the wider DfT and TfL policy framework for the London rental e-scooter trial.
