The Cabinet Member for Adults and Health approved a procurement strategy for extra care housing at Leonora House. This decision allows officers to conduct a Bi-Borough competitive procurement exercise for a six-year contract from 1st June 2027 to 31st May 2033, with an option to extend for three years. The Cabinet Member delegated authority to the Bi-Borough Executive Director for Adult Social Care and Public Health to award the contract and decide on any extension.

Bernie Flaherty, Deputy Chief Executive and Bi-borough Executive Director of Adult Social Care and Health, approved an increase of approximately £470,000 to the training and development fund for voluntary and community sector partners to deliver a 'Healthy Hearts' developmental opportunity. This decision also allocates approximately £70,000 to procure a partner to support the co-design and embedding of the 'Healthy Hearts' Programme and approximately £30,000 for process and impact evaluation. The total amount for the programme will reach £5,000,000 by the end of Year 3 in 2026.

The Cabinet Member for Value for Money and Finance approved the granting of a 99-year lease to Vital Energi Power Networks Limited for a substation at Queen Elizabeth II Jubilee School. This lease is subject to an upfront premium of £1 and is necessary to provide additional power capacity for new heat pumps being installed as part of the Council's Carbon Management Programme.

Debbie Jackson, Executive Director of Regeneration, Economy & Planning, granted authority to enter into a S106 Unilateral Undertaking for the development of Hopkinson House. This undertaking secures planning obligations for 31 residential units as temporary accommodation, including financial contributions for carbon offset, biodiversity net gain monitoring, and S106 monitoring, along with legal costs. The UU also secures obligations for energy performance monitoring and highway works.

Debbie Jackson, Executive Director of Regeneration, Economy & Planning, approved entering into a Deed of Release of Right to Light with the legal proprietor of Flat A, 1 Ebury Bridge Road. This settlement will release the proprietor's right to light in exchange for compensation, removing the risk of claims that could impact the Ebury Bridge Estate Renewal project's programme.

Bernie Flaherty, Executive Director of Adult Social Care and Public Health, approved a direct award of a 12-month contract to Learning Disability Network London Limited for the continued delivery of the Enablement Hub Pilot. This decision waives sections of the Council's Procurement Code to permit the direct award without competition, maintaining continuity of service for adults with learning disabilities and/or autism.
