Decision Taken: The Cabinet Member for Adults and Health:

1. Approved the proposed grants, which sit outside contracted activity, and which total £2,969,279 and agreed to the Council entering into those individual grant agreements for three years, with the option to terminate at the end of year 1 and year 2.

1. Approved entering into a Memorandum of Understanding to participate in a Pan London Inpatient Detoxification Framework, at a cost of £79,000 per annum and a total cost of £237,000 for the full term of [3] years.

1. Delegated authority to the Director of Public Health to agree and finalise annual allocations (2026-29) with OHID and providers within the approved funding envelope, including in-year reprofiling and engagement of new specialist providers where required.

Reasons for Decision: Westminster has a well-established substance misuse treatment system, supporting over 1,600 adults into structured treatment each year, alongside a wider harm reduction and recovery offer. This decision will allow the Council to continue providing support to those who need it.
