The Executive Director of Regeneration, Economy and Planning approved the Council entering into a Development Agreement, Agreement for Lease, and Build Lease with Westminster Housing Developments Limited (WHDL) for Ebury Phase 2. This decision was made on 01/10/2026. WHDL will deliver the development and support the Ebury Bridge Estate regeneration programme.

The contract is for 60 months from 1 April 2026 to 31 March 2031, with an initial 3-year term and an optional 2-year extension. The total contract value is £5,270,370. The decision maker delegated authority to the Executive Director of Adult Social Care and Public Health to exercise the extension option.
