The Lord Mayor put the recommendations of the report to the vote and on a show of hands declared the recommendation approved.

RESOLVED:

That Full Council

1)        Agreed to establish the Standing Committees as set out in 4) below.

2)        Approved the Terms of Reference of the Standing Committees, as set out in Appendix A of the report.

3)       Agreed the allocation of seats on the Standing Committees as set out in 4) below.

4)       Confirmed the proportional division of seats on the Standing Committees as set out below.

5)       Noted the Members appointed to the Standing Committees by the Chief Executive, following notification from the respective Group Whips under the Local Government (Committees and Political Groups) Regulations 1990 (as amended), as set out in Appendix B of the report.

6)        Endorsed the Council’s Constitution, including the Scheme of Delegations to Officers in respect of non-executive functions.

Reasons for Decision:

To establish the Council’s committee structure and governance arrangements, including terms of reference, in order to enable the effective discharge of its functions. To ensure that the allocation and distribution of seats across committees reflects the political composition of the Council in accordance with the principle of proportionality. To confirm the Council’s constitutional arrangements, including appointments and delegations, to support clear, transparent and effective decision-making.
