The Cabinet Member for Value for Money and Finance approved recommendations from the Crisis and Resilience Fund Housing Payment Review Panel on 13 October 2026.

The Executive Director of Finance and Resources authorised the finalisation and entry into loan documentation, including security arrangements, for Westmead Apartments on 20 April 2026. This involved authorising the Facility Agreement and Shareholder Loan note to facilitate the acquisition of 31 intermediate units.

The Executive Director of Regeneration, Economy & Planning approved the appropriation of council land at 45 Kilburn Park Road for housing purposes on 22 May 2026. This involved transferring the land from the General Fund account to the Housing Revenue Account at its current Red Book value.

The Executive Director of Finance and Resources approved a grant of £650,000 to North Paddington Food Bank on 17 July 2026 to deliver the Westminster Crisis Payment Scheme during 2026/27. This included approving the execution of the Grant Agreement and delegating authority for minor operational amendments.

The Executive Director – Environment & Communities, following consultation with the Executive Director of Finance & Resources, decided on 23 June 2026 to rely on the mandatory Parent Company Guarantee for the Highways and Public Realm Contract and not require a Performance Bond. This decision was made under delegated authority from a Cabinet decision on 3 March 2026.

The Cabinet noted the revenue and capital outturn positions for 2025/26 and approved the reprofiling of the capital programme on 13 July 2026. The General Fund revenue outturn was an £8.2m overspend, and the HRA outturn was a £2.1m overspend.
