Summary of Decision

The Cabinet Member for Growth and Planning has approved the proposed Overlapping BID Area Policy, as set out in this Cabinet Member Report.

Reasons for Decision

The emergence of overlapping BID areas within Westminster, together with an increasingly competitive BID landscape, has highlighted the need for the Council to establish a clear policy position on overlapping BID boundaries. The purpose of this policy is to provide clarity and certainty regarding the Council’s        approach to assessing proposals for new BIDs, or alterations to existing BID boundaries, that would result in additional overlapping BID areas. The Council strongly discourages the development and submission of such proposals by either prospective BID proposers or existing BIDs, given the significant governance, operational and stakeholder challenges that overlapping BID arrangements can create, as outlined in this Cabinet Member Report.
