Summary of Decision
The Executive Director of
Environment and Communities has taken the decision to
award the dog services contract for collection and
movement of stray and abandoned dogs in Westminster to Noah’s
Ark Environmental for a period of 3 years with the option to extend
up to a further period of 2 years.
Reasons for Decision
In 2023-24 stray dog
collections increased across London by almost 50%. Whilst this did
not significantly affect Westminster directly, it posed problems
with trying to secure available kennel space to support rehoming.
The decision therefore was taken to split the service contract into
two l– collections and movements and kennelling and rehoming,
as this would open the contract to wider suppliers who could
provide one or both service.
Noah’s Ark Environmental Services Ltd bid provided greater
value for money that the incumbent’s service and therefore
the decision was made to award them the contract.
